Norwegen:

The state broadcaster NRK hope to have one HD channel on DTT before the Winter Olympics, but the TV2 in Norway will start this Thursday with HDTV on DTT.

Norway is using DVB-T/MPEG-4 and has until now only broadcast SD channels. The STB standard in Norway has always required MPEG-4 High profile level 4 (720p/1080i), so all DTT viewers should be able to watch the HD program.

The word 'simulcast' in the article above seems to be wrong. TV2 will switch to HD encoding on the normal TV2 channel every time a HD program should be broadcast. Viewers using SCART will of couse get 'downscaled' SD on their display.

TV2 HDTV agreements with cable and satellite operators are yet to be published.

The current network operator Digita Oy has published a Press release "The future of high-definition technology lies in DVB-T2 broadcasting technology" .

It must be remembered that Digita Oy is only one of 4 companies bidding for the two VHFIII DVB-T2/MPEG-4 HD multiplexes.

The Government are expected to publish the winner/winners before the end of June.

Die haben in Norwegen ja auch viel Platz auf den terrestrischen Frequenzen, weil das Land nicht so dicht besiedelt ist.

Den Platz haben wir hier auch, drei Kanäle stehen in vielen Gegenden Deutschlands leer. Nur ist es den ÖR hier verboten, mehr als drei Muxe anzubieten, und die Privaten wollen hier einfach nicht.
Aber die Frequenzen sind vorhanden.

Worst case scenario: most viewers will get nothing at all from TV2 when the Winter Olympics start if the cards in their decoders stop decrypting that channel in the course of 2009, as was originally planned. At least that was written on the info sheet that came with the RiksTV "Abonnementsavtale" we got in 2007. Yet, if rumours are to be trusted, TV2 was going to reconsider that deadline.

Apparently the downscaling to SD which you evoke is NOT going to happen. For the time being RiksTV customers at least are safe according to the following article

It would well seem that HD will automatically be made available to RiksTV viewers:

No mention here that you might require a new card or an update, unless the receivers get an automatic update on the 25th of June. I won't be able to check on mine before next month.

Maybe TV2 want to use the chance to keep viewers using the current TV2 decrypt card in their decoders by offering them free HD broadcasts until the cards become invalid at the end of 2010 (TV2 spokesmen said in March this year they expected most viewers to stay with them and pay 20 to 30 Norwegian crowns a month already before the end of THIS year). By then the TV2 signal should be crypted anyway. So they might bank on the fact that once you get a taste for HD, you might be willing to cough up the fee they will introduce later.

Germany took - IMHO -the rather unwise decision to allow indoor-antennas. This moved (installation-)costs from the viewers to the broadcasters (low bit-rates = higher transmission cost per channels).

The viewers pays for whatever antenna that is required, but they complain about to high license fees. The transmission cost is only acceptable for the private broadcasters on a limited number of transmitters.

The three 'ÖR' muxes are mostly running at 13.27 Mbit/sec in total 39.81 Mbit/sec.
Two Danish public service muxes will provide 19.91 Mbit/sec each, in total 39.82 Mbit/sec - i.e. identical capacity to three German muxes - and this with nothing but old style plain vanilla DVB-T.

It is the political will that is missing, neither the spectrum nor - at the end of the day - is it the money.

Zumindest in den Stadtgebieten innerhalb Deutschlands halte ich den möglichen Empfang mit Zimmerantenne für wichtig, da dort viele Menschen in gemieteten Wohnungen leben. Die Leute können oder dürfen dort nicht eigenmächtig Antennen aussen oder auf dem Hausdach anbringen.
Kein Empfang mittels Zimmerantenne würde in vielen Fällen bedeuten dass für die TV-Nutzer keine Alternative zu Kabelanschluss geben würde, da auch der Satellitenempfang praktisch eine Aussenantenne vorraussetzt.

The network will build starting this year - beginning in the larger city areas in the south of Finland. Test transmissions can start now, but it seems regular broadcast will not begin before 2010. 60% coverage must be reached by December 2011.

In the UK HD will be braodcast from December 2. 2009 in the Manchester/Liverpool area.
Could DNA Oy get regular HD broadcast in the air before the UK - even if it just from one transmitter?

It is said that 6-8 HD channels will fit into the two muxes. YLE - the state public service broadcaster - is expected to use at least one channel.
